    {"id":2,"date":"2022-06-30T05:23:27","date_gmt":"2022-06-30T05:23:27","guid":{"rendered":"https:\/\/jpipnetwork.id\/?page_id=2"},"modified":"2024-01-22T15:33:50","modified_gmt":"2024-01-22T08:33:50","slug":"tentang-kami","status":"publish","type":"page","link":"https:\/\/jpipnetwork.id\/?page_id=2","title":{"rendered":"Tentang Kami"},"content":{"rendered":"<p style=\"text-align: left;\">The Jawa Pos Institute of Pro-Otonomi (JPIP) is an independent and no-for-profit\u00a0organization established by Jawa Pos Group in April 1, 2001. Jawa Pos dedicates the institute\u00a0to monitor and evaluate government decentralization in Indonesia. To conduct this mission,\u00a0since 2001, JPIP has implemented participative and competitive model to appreciate local\u00a0government performance in three categories: economic development; public service\u00a0improvement; and local risk minimization. As a final output, every year the institute presents\u00a0Otonomi Awards (OA) to local government who have best performance in each category.<\/p>\n<p style=\"text-align: left;\">In\u00a0addition to this, JPIP annually publishes local government ranking in each category at Jawa\u00a0Pos newspaper and its network across the country.\u00a0JPIP chose the pro-autonomy issue because the Indonesian government system was\u00a0reformulated on January 1, 2001, from centralistic to decentralization. Since then, local\u00a0governments have a massive authority to manage their region in politics, fiscal, and\u00a0administration. This drastic change has made many local governments lose direction due to the\u00a0central government&#8217;s lack of commitment, regulation, and supervision. However,\u00a0decentralization is point of no return for Indonesia. This system gives a shortcut for local\u00a0governments across the nation to accelerate economic development and improve public service\u00a0delivery.<\/p>\n<p style=\"text-align: left;\">In this necessity, decentralization should be monitored, evaluated, and even assessed\u00a0to ensure that this policy bring about the progress to the people from Aceh to Papua. Indonesia\u00a0is not just about Jakarta and java. Development should spill over beyond these two territories\u00a0and decentralization (otonomi daerah) is the platform to achieve that goal.<\/p>\n<p style=\"text-align: left;\">Since 2001 until now, JPIP has consistently carried out work that supports the\u00a0institution&#8217;s main vision and mission, which is to support decentralization policies by\u00a0encouraging innovation competition between local governments in East Java. Through this\u00a0innovation competition, the local governments will produce real works of public services that\u00a0have a direct impact on the people.<\/p>\n<p>Some of the portfolio projects that JPIP has worked on are as follows:<\/p>\n<p>a) JPIP has been actively involved in innovation and public services issues through the OA\u00a0process since 2001 until 2014. JPIP has collected innovations and given awards to local\u00a0governments (firstly in East Java, and now also in South Sulawesi, East Kalimantan, South\u00a0Kalimantan, and West Kalimantan) that have successfully produced best practices in\u00a0public services and poverty alleviation. JPIP\u2019s past experience shows that OA has been\u00a0effective to raising awareness among local governments for replicating best practice.<\/p>\n<p>b) JPIP\u2019s efforts in supporting dissemination and replicating best practices have gained\u00a0support from international donors, such as USAID, CIDA, JICA, and GIZ.<\/p>\n<p>c) RTI-KINERJA Project: Development Activities and Implementation of Autonomy Award\u00a0Results in East Java, South Sulawesi and West Kalimantan 2011-2012)<\/p>\n<p>d) Monitoring and Evaluation of Regional Autonomy through Ranking and Competition\u00a0Progress in Five Monitoring Areas: East Java Province, South Sulawesi Province and East\u00a0Kalimantan Province, West Nusa Tenggara and the Combined Central Java Province \u2013Yogyakarta Province 2011-2012)<\/p>\n<p>e) Advancing the role of media to raise reader awareness and improve the capacity of local\u00a0journalists through AKUNTABILITAS! with support from USAID-SIAP II (April 2012-September 2014).<\/p>\n<p>f) The AIPD project through a program to increase the capacity of journalists to supervise\u00a0APBD and regional development in 2013)<\/p>\n<p>g) Consultants, Technical Assistance, and Jury in the Public Service Innovation Competition\u00a0(Kovablik) Organization Biro East Java Proviance from 2014 to 2021<\/p>\n<p>h) Consultants, Technical Assistance, and Jury in \u201cLomba Sinergitas Kinerja Kecamatan se-Jawa Timur\u201d, Government Biro of East Java Proviance from 2019 to 2020.<\/p>\n<p>i) JPIP in 2017-2019 runs the Ayo Inklusif! under a consortium of Mitra Kunci funded by\u00a0USAID in the Inclusive Workforce Development (IWD) program which provides training\u00a0and job opportunities for youth with disabilities in Surabaya and Malang in order to\u00a0empower poor and vulnerable groups to be compatible in the work.<\/p>\n<p>j) Become a consultant and assistance for the implementation of the Bali Autonomy Award\u00a0in 2017-2018 which was carried out by Radar Bali and FISIP Udayana University<\/p>\n<p>k) From August 2021 to January 2022, JPIP became a subcontractor of DFAT-AUSIDKOMPAK\u00a0to provide technical assistance to the Regional Secretariat Organizational\u00a0Bureau of East Java Province in establishing the East Java Provincial Innovation House\u00a0platform.
